A brigade of lawyers budgeted at $15 million would go to the border to provide representation for immigrant kids as they make their way through the judicial process. But the spending request didnt include proposals that would allow President Obama to speed deportations. The administration took flak from immigrant rights groups after saying it would spell out requests to give the Homeland Security secretary more discretion to send people back quickly.
